BWI maintains its stature as Southwest Airline’s primary hub for east coast operations.  Over the years, it has experienced exponential growth requiring significant expansion of its core facility and associated systems, the backbone of which is its outbound baggage handling system (BHS) and Checked Baggage Inspection System (CBIS).  Initially installed immediately following the tragic events of September 11, 2001, the system was “shoehorned” into the confines of an ongoing terminal expansion.  Although later recapitalized to include the replacement of Explosives Detection Systems (EDS) equipment, the CBIS continued to experience recurring challenges.

As a critical member of the design team, Studdiford Technical Solutions, LLC (STS) provides overall BHS design oversight and manages both TSA coordination and commissioning services for the BWI Terminal A/B expansion program. The project entails design and installation of a replacement CBIS split within the existing terminal footprint and the new connector extension. Sortation to two existing and one new outbound make-up units will enhance Southwest Airlines’ operations. The scope of STS’s services on the project includes oversight of all BHS CBIS design (including TSA compliance), TSA submittal preparation, and leading both TSA Technical Interchange Meeting (TIMs) and stakeholder discussions on various topics. The project also involves the modification and expansion of the existing Inbound system.  STS oversees tie-ins to the existing controls system, directly coordinates with the Construction Manager At-Risk (CMAR), and manages coordination within the Program Management Office (PMO). Ultimately, STS works to ensure alignment with stakeholder and owner expectations.
