Terminal A/B Expansion & BHS Program

Project Description:

BWI maintains its stature as Southwest Airline’s primary hub for east coast operations.  Over the years, it has experienced exponential growth requiring significant expansion of its core facility and associated systems, the backbone of which s its outbound baggage handling system (BHS) and Checked Baggage Inspection System (CBIS).  Initially installed immediately following the tragic events of September 11, 2001, the initial system had to be “shoehorned” into the confines of an ongoing terminal expansion.  Although later recapitalized to include the replacement of legacy Explosives Detection Systems (EDS) equipment, the CBIS continues to experience recurring saturation and failures resulting in departure delays and misconnected bags.

As a critical member of the design team, Studdiford Technical Solutions, LLC (STS) is providing overall BHS design oversight and managing both TSA coordination and commissioning services for the Terminal A/B expansion program at BWI. The project entails design and installation of a replacement CBIS split within the existing terminal footprint and the new connector extension, with sortation to two existing and one new outbound make-up units providing improved sortation for Southwest Airlines’ operations. The scope of services includes oversight of all BHS CBIS design (including TSA compliance), TSA submittal preparation, leading both TSA Technical Interchange Meeting (TIMs) and stakeholder discussions on various topics, coordination of tie-ins to the existing controls system, direct coordination with the Construction Manager At-Risk (CMAR), and coordination within the Program Management Office (PMO) to align with stakeholder and owner expectations.
