SEDS is one of TSA’s crucial enterprise contracts. It supports TSA’s mission to effectively deliver and implement security technology and screening equipment to all federalized airports nationwide to thwart attacks to our  transportation network, specifically aviation. As a subcontractor to Vertex Aerospace (V2X), Studdiford Technical Solutions, LLC (STS) provided site lead support and management services for the Checked Baggage Inspection System (CBIS) Remediation program for TSA’s at airports such as HDN, SDF, MDT, BUF, MTJ, ORD, EGE, BMI, CMH, COS, DAL, ELP, MDT, OAK, and AZO. STS site leads supported every phase of the program, including:

• Initial Phase – Conducted initial site surveys to bring the airport Baggage Handling System (BHS) and General Construction (GC) areas in compliance with the Planning Guide Design Standards (PGDS). The information gathered was used to develop a Site Implementation Plan (SIP), 30% Design Drawings, Cost Estimate, and Memoranda of Agreements (MOA) for the work.
• Project management and schedule development –  Coordinated and managed the delivery of equipment procured by the contractor to be installed, managed stakeholders, monitored risk, and communicated project updates to stakeholders.
• Design Phase – Reviewed the final drawing packages for approval and stakeholder review.
• Pre-Deployment – Coordinated  logistics and site requirements (insurance, badging, bonds, permits, etc.) with the local Airport Authority and TSA.
• Test Support – Submited system change requests and developed test plans  based on the required scope for approval by TSA Technical Monitor and Baseteam.
• Deployment Phase – Oversaw all identified remediation tasks without affecting daily operations.
• Commissioning and Testing – Performed full commissioning and testing to ensure the work performed meets PGDS standards. Performed a final BHS punch list and assisted the site in the transition to “live” bag security screening.

This work with TSA provides STS with insight into the industry’s current practices and TSA’s new technology/future goals related to in-line baggage screening projects. Managing several simultaneous sites on behalf of TSA also allowed STS staff to establish working relationships with baggage handling industry professionals, TSA, and third-party contractor personnel.
