O’Hare 21 Terminal Area Plan Program

Project Description:

The O’Hare 21 TAP Baggage Handling System (BHS) program is developed alongside the facility modernization projects, which include both new facilities and re-development of existing terminals. This includes a replacement of the legacy T5 BHS, including a new Checked Baggage Inspection System (CBIS), new Early Bag Storage (EBS), and a new outbound make-up bagroom. The TAP BHS also includes modifications and upgrades to the existing ORD T1, T2, and T3 BHS systems. In addition to the work within the legacy terminals, the ORD TAP includes the new O’Hare Global Terminal (OGT) which contains a new CBIS, new EBS, a new outbound make-up bagroom, and a new terminating inbound system. Two new Satellite Concourses are also being provided to support additional gates and a new make-up bagroom within Satellite 1. The new satellite concourses are connected to the OGT facility through a consolidated tunnel that contains BHS connections as well as a tug roadway.

As a critical member of the Connect Chicago Alliance (CCA) Project Management Office (PMO) team, Studdiford Technical Solutions, LLC (STS) is providing BHS subject matter expertise for all facets of the program. For the T5 BHS replacement, this expertise includes design reviews (for both design and construction documentation), providing recommendations for BHS RFI responses, TSA RFV & CCR coordination, and leading the on-site commissioning and testing effort.

For the remainder of the TAP program, STS has taken the lead during the initial design coordination providing recommendations to the Chicago Department of Aviation (CDA) for procurement methodologies, coordinated directly with the airlines on potential supplemental BHS projects in additional to the current TAP scope, worked directly with the designers on budget updates for CDA. STS will also provide the same expertise throughout the program as provided for the T5 BHS replacement.

The overall scope of services includes oversight of all BHS CBIS design for TSA compliance, monitoring BHS designer and contractor work, technological recommendations, ORAT support, and bid package development oversight.
