Rhode Island T.F. Green International Airport (PVD) BHS Improvement Project

Project Highlights:

  • Evaluation of 380 BHS assets
  • Comprehensive conditions assessment report
  • Complete replacement of lower and upper-level controls

Project Description:

The Rhode Island T.F. Green International Airport (PVD) BHS Improvement Project consists of multiple phases of work to assess and upgrade/modernize the existing Baggage Handling System (BHS). As a subcontractor to VRX, Inc., the STS team conducted a complete conditions assessment of the existing system, including evaluations of all areas of the BHS: mechanical, electrical, controls, and functional. This assessment identified deficiencies in the existing system and provided recommendations for improvements. After the initial assessment was complete, the VRX/STS Team compiled the list of recommendations and prioritized them based on numerous factors, including cost, operational impact, safety risk, ease of replacement, and parts availability. The recommended actions were then assigned into two groups: immediate recommendations (Phase I), and long-term recommendations (Phase II).

Phase I of the project consisted of replacing the existing Lower-Level Controls (LLC) and Upper-Level Controls (ULC) systems. The existing LLC architecture utilizes ControlNet communications; an obsolete technology, and many of the components are no longer manufactured. Therefore, replacement parts are becoming scarce and cost prohibitive. Studdiford Technical Solutions, LLC (STS) proposed a new EtherNet/IP-based architecture for LLC and current OEM servers/workstations for the ULC. STS subsequently provided the design, BHS contract drawings, and BHS specifications, as well as bid and procurement assistance. Additional tasks included Construction Administration, TSA coordination, and acceptance testing support for the LLC/ULC replacement.

Phase II consisted of various equipment and maintenance improvements, including:

  • Replacement of drive units, reducers, bearings, pulleys, rollers, beltings, etc.
  • Replacement of High-Speed Diverters (HSDs).
  • Addition of Variable Frequency Drives (VFD).
  • Replacement of fire/security doors.
  • Addition of static deflectors for improved bag orientation.
  • Upgrade/addition of various field devices, including photoelectric sensers, control stations, start-up warning horns, and stack lights.
  • Addition of catwalk in previously inaccessible areas.
  • Additional safety measures, such as under guarding, end caps, filler brushes, handrails, head knocker removal, etc.
  • Programming changes to improve bag control and system functionality.

As in Phase I, STS provided the design, BHS contract drawings, and BHS specifications, as well as bid and procurement assistance.
